Abstract

The subject of the matter of the article is the process of "waste management". The goal of the study is the positive experience in some states of utilization and processing of municipal solid waste (MSW) at the late XIX - early XX centuries; creation of an economic-mathematical model for the rational distribution of MSW by enterprises, taking into account the availability of the necessary technologies and production capacities.
The tasks to be solved are: to analyze the literature and systematize the data on the formation of solid waste in a number of countries around the world; to draw conclusions about the possibility of using positive international experience for waste management, to determine the factors influencing the choice of management strategies for solid waste; give a mathematical formulation of the economic and mathematical model of the distribution of MSW in processing enterprises, taking into account the availability of the necessary technologies and production capacity.
The methodological basis of the research was general scientific and special methods of scientific knowledge. Namely: on the basis of system analysis, data were analyzed regarding the experience of disposal and recycling of solid waste from the late XIX - early XX centuries. in some countries of the world, including in the territories that are part of modern Ukraine. By using the theoretical positions of the study and the linear programming apparatus, a mathematical formulation was proposed for an economic-mathematical model for the distribution of MSW by processing enterprises, taking into account the availability of the necessary technologies and production capacities. The following results are obtained: A positive experience was studied in the disposal and recycling of MSW at the late XIX - early XX centuries. in some states of the world. The main waste management strategies, their advantages and disadvantages are analyzed, and factors affecting the effectiveness of "waste management" are identified when choosing a management strategy for solid waste.
Conclusions: The danger of waste accumulating in large cities for human health and contamination of soil and water bodies was recognized by experts already at the end of the 19th century. It is quite realistic to use in Ukraine the experience of Kyiv and Germany at the beginning of the XX century, and to process solid waste int o fuel and livestock feed. In order to increase the efficiency of “waste management”, when choosing a waste management strategy, one should take into account not only the dispersion of qualitative composition and accumulation norms of household waste, but also organizational and technical operations of waste management. The economic-mathematical model of waste distribution among processing enterprises, taking into account the availability of the necessary technologies and production capacities, can be formulated as a transport problem of a distribution type. Similarly, the task of maximizing profits or the distribution of wastes of a sectorial nature, such as complex chemical plants, military waste, etc., can be formulated.
